Douglas Ollivant was quoted in an article in The Week about ISIS not being an internationally recognized state:

Isis views itself as its own state with administrative buildings, courts, street signs and even its own newspaper. Douglas Ollivant, who advised both Barack Obama and George W Bush during their administrations, told the Washington Post two years ago that Isis had "all the trappings of a state, just not an internationally recognised one".
