The Department of Education announced an intent to form a negotiated rulemaking committee involving a dozen separate issues, including:

  • Accreditation;
  • State authorization;
  • Regular and substantive interaction requirements for distance education programs;
  • Credit hour definition;
  • Outsourcing of educational programs; and
  • TEACH Grants.

In September 2018, New America's Amy Laitinen, Jared Bass, Roxanne Garza, Clare McCann, and Melissa Tooley submitted these comments to the Department on the proposed agenda for rulemaking.
