Conor Williams, founder of the Dual Language Learners National Work Group at New America, an education think tank in Washington, D.C., says he seldom sees dual-language programs at the high school level, let alone standalone, whole-school programs. “It is pretty rare that a district is doing dual immersion and is able to meaningfully extend it into high school,” Williams says.
