Ruby Bolaria Shifrin

Ruby Bolaria Shifrin is the inaugural chief investment and partnership officer at Terner Labs, which she joined in early 2025 to support the organization’s growth and deepen its impact through expanding ventures that make housing more affordable, sustainable, and equitable. Prior to joining Terner Labs, Shifrin was vice president and head of community at the Chan Zuckerberg Initiative, where she led efforts to build a more inclusive and equitable California through initiatives in housing affordability, economic inclusion and mobility, and local impact.

Shifrin’s career spans real estate development, global housing, and grassroots advocacy. She previously worked as a project manager developing mixed-income multifamily housing in San Francisco, and managed an in-situ upgrading pilot project in Johannesburg, South Africa. She began her career in advocacy and organizing at Earthjustice and Corporate Accountability International. Ruby holds a BA in Politics from UC Santa Cruz and a Master’s in Urban and Regional Planning from UCLA. She brings a unique blend of advocacy and technical expertise to her work, with a deep commitment to equity and social justice.
