Jocelyn Woolbright serves as a Program Lead on Cloudflare's Public Policy team, where she oversees initiatives to protect human rights defenders, journalism organizations, and state and local governments online. Her work includes conducting digital security training and providing threat briefings to civil society groups and government agencies on emerging cyberattacks that target vulnerable populations worldwide.
Before joining Cloudflare, Woolbright worked in Mozambique with a nonprofit supporting emergency medicine physicians at Maputo's largest public hospital. In the field of cybersecurity, she designed and delivered the first cybersecurity workshop at Mozambique's Institute of Higher Sciences and Technology (ISCTEM). Additionally, she interned with New America’s Cybersecurity Initiative, where she co-authored a policy paper addressing the role of global swing states in internet governance debates.
As a #ShareTheMicInCyber Fellow, Woolbright is investigating how countries advocating for democratic values online often fall short of these ideals in practice. Her research aims to humanize cybersecurity policy discussions by highlighting stories from affected organizations and demonstrating how policies can balance efficacy with respect for digital rights online.
Her insights have been featured in publications such as TechUK, Council of Foreign Relations, Politico, and Business News This Week. She’s presented on cybersecurity topics for National Association of Secretary of States, USAID, CISA, GAO, Nethope and Access Now's RightsCon. She is based in Lisbon, Portugal.
