Harriet Dichter consults for the BUILD Initiative on its system work as well as for other national, state, and local organizations. She founded and led the Pennsylvania Office of Child Development and Early Learning, served as Secretary for the Pennsylvania Department of Human Services (then Public Welfare) and has held other leadership roles in the non-profit and foundation sectors.
