Mr Kilcullen warned that the problem was compounded by the fact that the fall of Ramadi meant that 3,000 American troops situated at Al Asad Air Base, north-west of the city, were now effectively cut off from the rest of Anbar province. "The Iraqi military is massing around a base called Habbaniyah, and there's also a base in Fallujah which they're trying to link up in order to prevent ISIS from controlling all of Anbar province - but it is certainly a risk," he said.
