The Transition to Competitive Integrated Employment: Perspectives on Phasing Out the Subminimum Wage

Abstract

The United States is making progress in ensuring that people with disabilities have a chance to have good jobs and make fair wages. There is momentum: 20 states have already taken steps to move away from subminimum wage employment entirely, and nearly all states are working to reduce it. But this time of transition can also be difficult, especially because many people who will be affected by the changes have understandable fears and misconceptions about the purpose and potential of this change. To help policymakers chart a course for continued progress, this report analyzes the reactions of people in three different stakeholder groups and uses data from qualitative interviews, research, and public documents to highlight areas in need of attention.
