Insights to Action: Perspectives for Early Education Policy and Systems Change

Across the country, states, counties, and cities are doing remarkable work to build and strengthen early education and care systems—working toward a vision of high-quality, accessible, and affordable early education for all children and families. Policymakers and leaders are finding creative, practical solutions to longstanding challenges. 

New America is partnering with the Zaentz Early Education Initiative at the Harvard Graduate School of Education to create Insights to Action: Perspectives for Early Education Policy and Systems Change. The Insights to Action series highlights bright spots from civic innovators across the country to spark innovative ideas, fuel evidence-based decision-making, and accelerate deeper, more sustained systems-building.

The series takes a closer look at five key categories of early education policy and systems change, offering accessible insights and perspectives:

  • expansion with a focus on facilities and physical space;
  • dedicated funding streams;
  • workforce;
  • infrastructure and systems with a focus on data systems; and
  • cost estimation for subsidies.

Insights to Action is a companion to the Zaentz Navigator, a user-friendly, interactive digital tool that helps policymakers, advocates, and leaders explore how cities and states across the country are tackling challenges. The Navigator connects these strategies to findings from a groundbreaking statewide study of early education and care, giving users both a national view and a research foundation for their work.
