Lancy Downs is a policy analyst with the Partnership to Advance Youth Apprenticeship in the Center on Education and Labor. Prior to joining New America, Downs worked at Convergence Center for Policy Resolution, where she focused on equity issues in workforce development, and at the National Conference of State Legislatures, conducting statutory and legislative research on criminal justice policies. Earlier in her career, Downs worked in strategic communications for clients in the education and social services spaces.
Downs earned a master of public administration at George Washington University’s Trachtenberg School of Public Policy and Public Administration, concentrating in policy analysis and program evaluation. She holds a BA in art history from Tufts University.
