Unseen and undetected by the public, however, another set of tools was brought to bear on the domestic front. In Subtle Tools, International Security program fellow Karen J. Greenberg shows how these new, less overt, tools imperiled the foundations of democracy, tracing the changes from the days after the attacks to the events of January 6, 2021.
