Public Comments on Workforce Pell

In July 2025, the Department of Education announced its intent to establish two negotiated rulemaking committees to prepare regulations necessary to implement the One Big Beautiful Bill Act. One committee, the AHEAD committee, addressed the creation of Workforce Pell, among other issues.On April 8, 2026, the New America Higher Education Program submitted public comments which offer recommendations on how to implement Workforce Pell. Our recommendations focused on ensuring students in Workforce Pell program will achieve the goal of the program, helping students gain the skills necessary to obtain a well-paying job.
