In June 2026, the New America Higher Education Program submitted public comments on Colorado’s Workforce Pell Implementation Policy, which establishes the state’s process for approving short-term training programs under Workforce Pell. Colorado’s proposal includes several strong provisions, particularly around credit articulation and transparency.
Our recommendations focused on strengthening outcome verification, clarifying eligibility and value-added earnings requirements, and ensuring Workforce Pell funds support high-quality programs aligned with labor market demand.
