Guaranteed Income

This landscape review covers the history of cash transfers in the United States, explores existing guaranteed income models and perspectives for implementation and design, and takes a closer look at CA based projects and general research questions related to health equity implications.

A deep dive into the first-year health equity findings from Stockton’s Economic Empowerment Demonstration, the first mayorly-led guaranteed income pilot program. This report analyzes SEED as an example of how cash payments can affect individual, family, and community health and well-being, and explores how individual cash payments both mitigate and highlight systemic barriers recipients face in their pursuit of health and well-being.

This report provides an overview of the ways in which guaranteed income might be a promising tool for democratizing access to better mental and physical health by exploring various stakeholder strategies, and potential challenges, and health equity opportunities.

This report covers how guaranteed income might be implemented in complementary and additive ways to existing safety net supports. Specifically, it examines what is known—and what is yet to be discovered—about the relationships between guaranteed income interventions and other social safety net policies.

Guaranteed income programs have grown in popularity to help families build financial security, and pilot programs are being led by mayors in cities all across the nation. In California, guaranteed income has taken shape as a state-wide policy and has provided us with insight for future guaranteed income policies in the country.

New America CA hosted a conversation with four mayors exploring guaranteed income pilot programs in their cities. Together we discussed what they see as the contours of a better safety net, the potential of a guaranteed income to support economic empowerment, the opposition arguments they’ve faced, and the role they believe cities should play in meeting families’ needs.
