In November 2023, the federal Office of Head Start proposed new requirements to support and stabilize the Head Start workforce, including adjusted wages and benefits, breaks for staff, and enhanced supports for staff health and wellness.

In response, New America's Early & Elementary Education team submitted public comments expressing support for many of the requirements and making clear that the changes must be accompanied by greater federal funding for Head Start to reduce potential loss of spots for children and families, particularly for small and/or rural programs.
