Phillip A. Singerman is a recognized national innovator in public/private partnerships that promote economic development, job creation, and national security through technology development, transfer and deployment.
His five-decade career includes senior executive positions in the private and public sectors at the local, state, and federal levels, including serving as assistant secretary of Commerce for Economic Development and Associate Director for Innovation and Industry Services at the U.S. National Institute of Standards and Technology. Dr. Singerman’s private sector experience includes serving as a venture partner with a $120 million early-stage life science Small Business Investment Company (SBIC) and as a vice president for a Washington-based consulting firm providing strategic planning to universities and economic development organizations.
Dr. Singerman was the founding chief executive of two leading and widely regarded technology-based economic development organizations–Philadelphia’s Ben Franklin Technology Partners and the Maryland Technology Development Corporation.
He has held high-level policy development and program management positions at the local and state levels in New Haven, Philadelphia, and Connecticut.
Dr. Singerman received his B.A. from Oberlin College and PhD from Yale University, and taught at Barnard College (Columbia University), Yale University and the Fels Center of Government (University of Pennsylvania). After graduating from college, he served in the Peace Corps as a Promotor de Accion Comunal in Colombia, South America.
