Cybersecurity Policy and China Digital Economy Fellow Samm Sacks testified on March 7, 2019, in the inaugural hearing of the Senate Commerce Subcommittee on Security on the topic of "China: Challenges to U.S. Commerce."

Sacks addressed issues of market access, technology transfer, the role of standards, data localization, and technology governance.
