In April 2025, the Department of Education announced its intent to establish a rulemaking committee to revise regulations on various programs, including PSLF, PAYE, and ICR, authorized under Title IV of the Higher Education Act of 1965. On May 8, 2025, the New America Higher Education Team submitted public comments focusing on ensuring borrowers have easy access to affordable repayment plans and protection against default and maintaining institutional integrity through the Gainful Employment and Financial Value Transparency regulations.
