Abstract

Since 1985, the federal government’s Lifeline program has helped millions of Americans afford telecommunications services such as phone and internet. However, over the past four years, the program endured a quiet and sustained series of attacks from the Trump administration—particularly from former President Trump’s appointees to the Federal Communications Commission. This paper catalogues these attacks, reviews the impact of the Trump FCC’s war on the program, and outlines a blueprint for Lifeline’s recovery and growth under new leadership in the Biden administration.
