To mainstream youth apprenticeship as an accessible, high-quality post-secondary option that leads to equitable outcomes, partnerships must coordinate and execute a complex set of activities that can include efforts to develop and share capacity efficiently across the partnership, strategic engagement with policymakers and state and local system leaders, engaging policymakers and system leaders, and spearheading efforts to build awareness and public support among key stakeholders.

Domain Two encourages partnerships to consider the roles and responsibilities of various partner organizations and to develop a strategy to create enabling conditions–including capacity and supportive policy and systems–to support the partnership's efforts to develop and strengthen youth apprenticeship.

Partnership Development

  • How will the partnership identify, clarify and support the necessary roles and responsibilities across education, industry, community and government partners for program design and implementation?
  • What steps will the partnership take to integrate and elevate youth apprenticeship within existing goals and initiatives at the state and city level in order to support its objectives among system and community leaders?

Intermediary Capacity

  • How does the partnership plan to support and provide the capacity needed guide youth apprenticeship program development and implementation?
  • What are the partnership’s priorities for developing and deploying processes, resources and materials needed support education and industry partners participating in youth apprenticeship programs?

Policy Development

  • How does the partnership plan to identify policy priorities or systemic barriers to program implementation, improvement and growth?
  • What is the partnership’s strategy to engage policy leaders and organizations at the local and state level to address identified priorities and overcome systemic barriers to program implementation and growth?

Communications and Awareness

  • How will the partnership assess existing views and perceptions of high quality youth apprenticeship among key stakeholders and the communities?
  • What are priority communications goals for the partnership to build understanding of and a brand for its work on youth apprenticeship?
