Cracking Open the Black Box

Promoting Fairness, Accountability, and Transparency Around High-Risk AI

Abstract

Over the past decade, private companies and government agencies have expanded their development and use of machine learning (ML) and artificial intelligence (AI). At times, these tools have generated discriminatory, biased, and harmful outcomes. Recent efforts to explore mechanisms for promoting fairness, accountability, and transparency (FAT) around algorithmic systems have failed to account for the fact that numerous accountability mechanisms must simultaneously be developed and leveraged in order to promote meaningful FAT around the deployment and use of these systems. This report provides an overview of those widely-discussed mechanisms for promoting FAT around algorithmic systems, with the goal of discussing the strengths and limitations of these approaches and holistically considering how these mechanisms fit together into the overall FAT landscape. The report concludes with recommendations on next steps that entities deploying and using algorithmic systems, civil society organizations, researchers, policymakers and regulators, investors, and other stakeholders should prioritize.
