Comments on Proposed Gainful Employment Rule

The Department of Education published a proposed rule for gainful employment programs, rescinding the existing gainful employment rule, in August 2018. These comments from Clare McCann, deputy director for federal policy of the Higher Education Initiative, respond to that proposed rule with concerns about the Department's rulemaking process and justifications and make suggested changes for the regulation.
