Comments on Borrower Defense Proposed Rule

The Department of Education published a proposed rule for borrower defense to repayment in July 2018. These comments from Clare McCann, deputy director for federal policy of the Higher Education Initiative, respond to that proposed rule with suggested changes for the regulation.
