Bringing Americans Home 2021

A Nongovernmental Assessment of U.S. Hostage Policy and Family Engagement

Bringing Americans Home

Abstract

This report, conducted by the James W. Foley Legacy Foundation (JWFLF), is a continuation of JWFLF’s initial assessment of the efficacy of the 2015 U.S. Hostage Policy Review and the implementation of PPD-30 and EO 13698. Based on confidential interviews with 42 participants, this report seeks to convey the perspectives of U.S. hostages, unlawfully or wrongfully held detainees, their family members, representatives, advocates, former senior military officials, and current and former U.S. officials. It, however, does not represent the perspectives of all former hostages, detainees, and their families, but only presents the perspectives of those who participated in this study. This study is intended to spark and inform discussions that will continue to improve the U.S. government’s provision of support to hostages, unlawful wrongful detainees, and their families.

Dedication

The author dedicates the report to the memory of all former hostages and unlawful or wrongful detainees who have tragically lost their lives and to those who are currently fighting for their freedom. You are remembered. We won’t stop. We won’t quit—until you’re home.

Acknowledgments

First, I would like to thank all of our participants who trusted me with their hostage and wrongful detainee-related experiences. Without your support, none of this would have been possible. Even though this report has a single author, it represents many stories and would have never been possible without continued support from those within the hostage and wrongful detainee community at large.

I would like to extend my sincerest gratitude to Diane Foley, president and founder of the James W. Foley Legacy Foundation, as well as the Foundation’s Board of Directors. Thank you not just for supporting me in writing this report, but also for trusting me to represent the Foundation as I engaged with former hostages, wrongful detainees, and with families of Americans who continue to remain in captivity. To Margaux Ewen, our executive director, thank you for contributing to the report in numerous ways and for seeing it through to the end. Your encouragement throughout this process has helped in more ways than I can mention here.

I owe a debt of gratitude this year, as in years past, to Peter Bergen and New America, whose generous support continues to make this report possible. I would also like to thank David Sterman and Melissa Salyk-Virk for helping me get this product over the finish line and for their outstanding editorial edits. Your handling of the subject matter was done deftly and with nothing short of brilliance. To Jordan Vest and Conner Ingleson, who each provided assistance with researching parts of this report—thank you for your support and for re-energizing me when the tasks required for this report were, at times, arduous and looming.

This year’s report benefited, as well, from the expertise of many current and former U.S. government officials. To Eric Lebson, thank you for investing so much of your time in challenging me and helping me think critically about these issues. You are a true advocate, through and through. Many others, however, who participated in this report I cannot name due to confidentiality constraints. I am exceedingly grateful to several I spoke with early in this effort. Our conversations in early May, August, and September, helped frame this report and bring it to the next level. Your service to our country and to the hostage community writ large, is nothing short of admirable and humbling at the very least. Your contributions to hostages, wrongful detainees, and their families are often unheralded. While I would like nothing more than to highlight your valiant efforts and dedication, I also understand your advocacy is stronger if done quietly. My hope is that former hostages, wrongful detainees, and their families read this knowing that there are many wonderful, dedicated people working relentlessly behind the scenes on their behalf.

Last and most certainly not least, I would like to extend my enormous gratitude towards my husband, Seth Loertscher, for his unwavering support throughout the year. Thank you for always being my sounding board and for your overwhelming generosity in sharing your expertise on the subject matter.
