A Guide to Student Loan Outreach

Millions of Borrowers Are Eligible for Relief Programs but Do Not Know It

Abstract

Student loan borrowers can apply for programs that may lower their monthly payments, such as income-driven repayment plans and loan forgiveness programs. Unfortunately, many low-income and disadvantaged borrowers remain unaware of these relief options. To learn how the Department of Education could improve communication with borrowers, New America interviewed more than 20 experts involved in outreach for government programs. Drawing on lessons from these interviews, this report offers recommendations for Congress, the Department of Education, and its contractors to improve outreach strategies, message wording, and application processes for student loan relief.
