The nation’s prolonged foreclosure crisis may have weakened political support for homeownership as an asset-building strategy for lower-income households. Yet this may be precisely the moment to pursue innovative strategies to promote responsible homeownership.
One promising approach is shared equity homeownership, where public resources are used to lower the purchasing price in exchange for limits on equity appreciation. This mechanism has the potential to mitigate the risks of homeownership as well as provide an attractive balance of affordability, access, and wealth creation. It has been modeled in communities across the country and is ready for prime time. Local decision-makers should be taking a good look at the potential of shared-equity programs to stabilize their housing markets and offer increased opportunities to their residents.
