The 2008 tax season is coming to a close and over three-quarters of Americans will receive one of their largest cash infusions of the year. At the same time, thousands of Californians will miss out on the opportunity to apply for the federal Earned Income Tax Credit (EITC), a sizeable refund of up to $4,800 that gives a financial boost to those at the low end of the pay scale. These tax windfalls are an important source of funds that help working families make ends meet and also give many Californians their best chance to save each year.
With an eye toward the future, California State Controller John Chiang will discuss policies to help taxpayers make the most of tax time, to help low and moderate income Americans save and enter the financial mainstream. California families today face a climate of uncertain employment, damaged retirement plans and high debt levels. Now more than ever, well-crafted public policies are needed to encourage households to improve their personal financial situations through saving and access to financial services, particularly for low and moderate income households.
