Baltimore County, Maryland: Connecting with State Government to Access Eviction Data

New America partnered with Baltimore County’s Department of Housing and Community Development (DHCD) as part of the 2024-2025 Eviction Data Response Network (EDRN), to help advance their eviction data collection and analysis. Baltimore County DHCD aimed to analyze county-wide eviction data in order to improve its eviction diversion programming and more effectively engage with landlords that frequently file evictions in court. Until recently, however, our partners lacked the data to effectively do so.

A 2022 law mandated the State of Maryland’s Department of Housing and Community Development (State DHCD) to collect statewide eviction judgement data, and recent changes to that law required the State to start collecting eviction filing data. Maryland collects data from courts across the state, and state law allows for data sharing agreements between state entities and counties. Yet the State DHCD had not yet established a process to distribute data back to local jurisdictions.

Through its network, New America connected Baltimore County with the State DHCD to facilitate for the first time the sharing of Baltimore County eviction data, including addresses and other case-specific information. Government workers strive to collaborate across levels, but sometimes these efforts are sidetracked by pressing policy and programming needs, limited capacity, and other priorities. But now, Baltimore County is able to access State DHCD datasets that allow for improved analysis of eviction trends locally.
