Public Comment on ED’s Proposed Rule Amending General Administrative Regulations

In August 2026, the Trump Administration released a proposed rule at the Department of Education that would overhaul the General Administrative Regulations. This set of rules delineates how the Department awards grants and other monetary awards to nonprofits, state and local governments, and other grantees.

New America has concerns with the proposed changes. Our comment outlines how this rule would add confusion and increase risk for grantees, and make it harder to reach underserved communities.
