Framing Brief: Unlocking America’s Small Dollar Housing Supply

The national conversation about how to fix the housing supply crisis focuses on building new homes, faster. But far less attention is paid to the invisible half of the supply crisis: the financing systems that lock millions of families out of affordable homes that already exist.

In 2025, roughly 22 million owner-occupied homes—nearly one in four nationwide—were valued at under $200,000. Yet, access to these homes is increasingly out of reach for families today because of a decline in small-dollar mortgages and a dearth of repair financing programs. The result is a hidden supply crisis with far-reaching consequences: families are locked out of homeownership and the housing stability that it brings. 

This framing brief explores the hidden barriers that keep millions of families from buying these affordable homes, and spotlights local innovations to break down these barriers.
