Abstract

Smart city projects have made their way onto an increasing number of government agendas globally. These projects rely on Internet of Things (IoT) sensors and other connected devices to improve the efficiency of urban spaces, and provide residents with better services in everything from policing to waste management. However, amidst concerns about the abuse of personal data and automated decision-making, individuals are increasingly uncomfortable with the amount of data gathered about them, and how this data is used and shared. Policymakers are aware of these concerns, but are grasping for solutions. This report proposes suggestions adapted from the work of economist Elinor Ostrom, to help policymakers improve the governance of smart city data, and fulfill the promise of smart cities while protecting the rights of city residents.
