Abstract

This report contends that a critical first step towards ending endless wars is defining what constitutes endlessness. Against both those that deny that endless war is a meaningful term and those who use it as little more than a political talking point, this report defines "endless war." It then provides a framework for analyzing how endlessness emerges in specific cases and examines why it is dangerous to wage wars that have taken on an endless character.
