How to Protect Government Data with Privacy-Enhancing Technology

Abstract

Governments rely on data to shape policy, improve public services, and drive innovation. However, as data collection and sharing expand, so do privacy and security risks. Public institutions hold vast amounts of sensitive information—ranging from financial and health records to social benefits data—making them prime targets for breaches and misuse. Privacy-enhancing technologies (PETs) provide a crucial set of tools to mitigate these risks while ensuring data can still be used effectively.

This guide serves as a resource for policymakers, technologists, and data professionals seeking to implement privacy-preserving solutions in government data systems. It explores how PETs can strengthen government data practices by limiting access to sensitive information, enabling secure analysis, and reducing the potential for harm. It provides an overview of key PET methodologies, such as encryption, differential privacy, and secure multi-party computation, and outlines their applications in government contexts. By integrating PETs into their approaches to data governance, public agencies can enhance security, maintain public trust, and comply with evolving privacy regulations.
