The Department of Education announced an intent to form a negotiated rulemaking committee involving a dozen separate issues, including:
- Accreditation;
- State authorization;
- Regular and substantive interaction requirements for distance education programs;
- Credit hour definition;
- Outsourcing of educational programs; and
- TEACH Grants.
In September 2018, New America's Amy Laitinen, Jared Bass, Roxanne Garza, Clare McCann, and Melissa Tooley submitted these comments to the Department on the proposed agenda for rulemaking.
