Comments on Proposed Revisions to Higher Education Act Title II Report Cards on State Teacher Credentialing and Preparation

In May 2019, the U.S. Department of Education published a proposed revision of forms that collect and report information related to the preparation and initial credentialing of teachers, as required by Title II of the Higher Education Act.

On July 15, 2019, New America's Melissa Tooley submitted public comments that highlighted ways in which the Department's proposed changes would make the form more user-friendly and improve the quality of information available. The comments also highlighted concerns with several proposed changes, and encouraged additional revisions to ensure that states, preparation programs, hiring districts, and prospective teacher candidates have data they can effectively use to make decisions about the provision and/or attainment of high-quality teacher preparation.
