Caroline Siegel Singh is an intern with the Education Policy Program's Higher Education Initiative and current undergraduate at the University of California San Diego working towards a bachelors in Political Science and Public Policy.
She was recently appointed by California Governor Gavin Newsom to serve as a representative on the California Student Aid Commission (CSAC) and work in partnership with California's colleges, universities, and financial aid institutions in managing the state financial aid programs. In this role, she manages a principal state agency responsible for administering more than $2B in financial aid programs for Californians attending public and private universities, colleges, and vocational programs.
She previously served as President of the University of California Student Association (UCSA) — the official voice of students from across the UC's system of campuses — where she spent two years advancing student-centered higher education policy and advocating for accessibility, affordability, and quality of the University of California system. While in this role, she also served as the Vice President of External Affairs for the Associated Students of UC San Diego and represented university students at a local, state, and national level. In this capacity, Caroline led campus-wide voter registration and engagement efforts, resulting in an increased on-campus voting rate from 21.7% in 2016 to 73.50% in 2018.
She is proud to be a San Diego native, an alum of Samuel F.B. Morse High School, and a fellow with the Public Policy International Affairs (PPIA) program at the University of Michigan’s Gerald R. Ford School of Public Policy. Upon receiving her Bachelor of Arts, Caroline intends to acquire a Masters in Public Policy and help create educational and urban policy that empowers those from disadvantaged backgrounds.
