Allan Freyer

PAYA Equity Fellow, Center on Education & Labor

Allan Freyer is the PAYA Equity Fellow at the New America Foundation, where he is leading the national working group on racial equity in youth apprenticeships. He is currently principal of Peregrine Strategies, an issues strategy consultancy focused on building equitable economies. Before founding Peregrine Strategies in 2020, he served as the Director of Workers’ Rights at the NC Justice Center, where he oversaw the Center’s policy and campaign efforts aimed at helping North Carolina’s low-wage workers secure job training, earn higher wages, receive adequate health and safety protections, and access crucial work family supports like paid leave. He has extensive experience writing and advocating for smarter, more equitable economic and workforce development strategies for policy, academic, and community audiences.

Prior to joining the Justice Center, he spent more than a decade working to enact progressive policy change as a policy advisor to three Members of the United States Congress and as an independent economic development consultant to nonprofits, universities, and state and local government agencies. He has a Bachelor’s degree in Political Science and History from Duke University and a Masters and a Ph.D. in City & Regional Planning from the University of North Carolina, Chapel Hill. He is currently an Adjunct Instructor at the Terry Sanford School of Public Policy at Duke University, where he teaches classes on the politics of policy-making.
