Today's State Department was created over a century ago, in service of global goals for a developing superpower and responding to international conflicts that are very different from the ones we face today. For America to return to the international stage and lead from the front, it will require new skills, new perspectives, and different resources. As Anne-Marie Slaughter writes in a recent article for Democracy Journal, "It is time to transform the Foreign Service into the Global Service and play by a very different set of rules."
