Comments on Intent to Establish Gainful Employment and Borrower Defense Negotiated Rulemaking Committees

The Department solicited comments in response to its intent to establish new rulemaking committees for both the gainful employment and borrower defense rules. These comments from New America's Deputy Director for Federal Policy in higher education urge the Department to follow some basic principles in its new rulemaking, and to continue implementing both rules in the interim.
