Insufficient Protections at the Department of Education

Forgiving loans costs taxpayers money, and getting funds from for-profit colleges while they are collapsing is too late. Instead, the Department of Education needs to create a federal tuition recovery fund — a pot of money supported by annual fees charged to for-profit colleges — to offset the costs of future forgiveness for fraud or closure. Think of it as insurance for bad behavior.
